Owner and chef, Phil Mouquinho has been the Chef and owner of PJ Charlton for 32 years, former chair of Community Board 2, member of the Executive Board of Hudson Square Business Improvement District (BID), Chair of the Sanitation Steering Committee opposing the proposed mega garage coming to Hudson Square, a community activists and zoning expert.
